About the Job
BDR Solutions, LLC supports the U.S. Federal Government in achieving its mission and goals. We begin by understanding each client’s desired outcomes and integrate with agency organizations to improve business and technical operations. We are seeking a hands-on Human Resources Manager to support our growing federal contracting workforce.
About The Company
BDR Solutions, LLC is a federal government contractor headquartered in Northern Virginia. Our work depends on strong, compliant teams and effective support for employees working across contracts, locations, and states. We value practical problem-solving, close partnership with our clients, and HR practices that help employees and the organization succeed.
About The Role
The remote Human Resources Manager will lead daily HR operations and guide a small team of HR professionals. This role combines strategic planning with direct, hands-on responsibility for employee relations, compliance, benefits, onboarding, and workforce support. You will partner with executive leadership, operations, Growth, Talent Acquisition, and proposal teams to support organizational expansion and contract requirements.
A central focus is Service Contract Act (SCA) compliance. The successful candidate will advise on wage determinations, health and welfare benefits, fringe requirements, labor category mapping, workforce planning, and contract transitions. The position supports a nationwide, geographically dispersed workforce and requires travel throughout the United States of approximately 15%. The annual compensation range is $100,000–$145,000. Offers are based on factors including location, skills, experience, training, certifications, and organizational needs.
Qualifications
A bachelor’s degree in Human Resources, Business Administration, or a related field is required, or an equivalent combination of education and experience. Candidates must have at least five years of HR experience as an overhead, non-billable employee within a small or mid-sized federal government contractor, at least three years administering SCA contracts, and at least five years managing an HR team of two or more employees.
Applicants should bring broad experience in employee relations, benefits administration, performance management, regulatory compliance, and employee lifecycle management. Strong knowledge of federal and state employment laws, experience supporting employees across multiple states in a virtual environment, and the ability to travel nationally are required. U.S. citizenship is required. Selected applicants will undergo a government security investigation and must meet eligibility requirements for access to classified information and obtain a government-granted security clearance. Background checks may include criminal history, employment and education verification, drug testing, and creditworthiness.
Preferred qualifications include SHRM-CP, SHRM-SCP, PHR, or SPHR certification; residence within a two-hour commute of Northern Virginia; experience with Rippling or a comparable HRIS; and experience supporting rapid growth, contract transitions, and Business Development, Capture, or Proposal teams. Knowledge of government contracting regulations and workforce compliance is also preferred.
Responsibilities
Lead, coach, and develop HR staff; establish policies and practices aligned with business needs; and advise leaders on employee relations and organizational effectiveness. Manage investigations, performance concerns, corrective actions, conflict resolution, and manager coaching. Oversee onboarding, promotions, transfers, separations, employee records, orientation, benefits enrollment, and compliance training.
Administer SCA wage determinations and health and welfare requirements, map labor categories to the SCA Directory of Occupations, and provide compliance and pricing guidance during proposal development. Support workforce planning, contract mobilizations, transitions, and onboarding. Oversee benefits, leave administration, audits, reporting, and risk management. Monitor legislative changes and ensure compliance with wage and hour rules, FMLA, ADA, and other applicable requirements. Support OSHA programs, including safety training, incident reporting, recordkeeping, and coordination with regulatory stakeholders. Deliver consistent HR guidance and engagement support across states and contract locations.
Benefits
This role offers the opportunity to shape HR practices in a growing federal contracting organization, lead a dedicated HR team, and work closely with executive and operational leaders. Compensation is competitive and determined according to relevant qualifications and business considerations. Specific benefits details are available during the hiring process.
